I just solved the homeless & unemployment problem. Simple. Arrest EVERYONE. Put them in work camps. Build new roads, government buildings, prisons and detention centers. Build that super highway running from Mexico to Canada so China can truck-in containers full of inferior products and toxic drywall.
Everyone will be on the same system. If you are already collecting food stamps, you have the hardest job. If you have been on unemployment, you have moderately hard work. If you have recently lost your home to foreclosure, you can be an intermediate supervisor.
Let's make this North American Union work like no other North American Union can work...

We won't have any need for lawmakers and top government officials... so they can man the food lines and feed the hungry.

Lot's of suppositions in your blog -- including that the homeless don't work. Problem is, many do.

According to the National Coalition for the homeless:

The homeless population is diverse: 22 percent of the homeless in urban areas work; 38 percent are families with children; 25 percent are children; 20 to 25 percent have a mentally illness; approximately 30 percent are drug or alcohol dependent; and 40 percent of homeless males are veterans.

Indeed, the veterans of the Afghan and Iraq wars are swelling the ranks of the homeless. Many were not regular Army, but National Guard and many lost their jobs and homes while deployed. Click here for 2007 article NYTimes. As many of these men and women suffer from concussive brain injury, their disability is not necessarily noticeable to the naked eye, but may interfere with cognitive ability, while others have PTSD and many have both.

The foreclosure rate in military towns is 4x the national average!

I could always rethink my plan... Maybe top government officials should be doing the hardest jobs and those on welfare could supervise them !
