Computer makers in China have been instructed to pre-install blocking software on every PC hard drive from next month, under a government push to control access to the internet.

The new software, which has been developed by companies working with the Chinese military, is specifically aimed at restricting online pornography, but it could also be used to strengthen barriers to politically sensitive websites. China's authorities currently block overseas-based sites they disapprove of.

Control over domestic servers is applied through instructions to content providers and search engines, which must self-censor to stay in business. The new software – called Green Dam Youth Escort – potentially adds a powerful new tool at the level of the individual computer. It updates a list of forbidden sites from an online database, much as network security programs automatically download the latest defences against new worms, trojans and viruses.

The software, designed to work with the Microsoft Windows operating system, also collects private user data. Optional programs that allow parents to restrict internet access by their children have existed for some time, but this is the first time the government has instructed that every computer be installed with a single centralised system.

China's ministry of industry and information technology issued a notice to personal computer-makers on 19 May that every machine sold from 1 July must be preloaded with the software. Last year 40m PCs were sold in China, the world's second biggest market after the US.

According to the Wall Street Journal, the notice says the move aims to "construct a green, healthy and harmonious internet environment, and prevent harmful information on the internet from influencing and poisoning young people". PC makers and the providers of Green Dam are required to report periodically to the ministry about sales figures and the number of copies installed. For at least the first year the software will be free.

A separate instruction on the ministry's website obliged schools to install Green Dam on every computer in their institutions by the end of last month. The software was developed by Jinhui Computer System Engineering in Henan under a 21m yuan (£2.2m) deal with the government.

Bryan Zhang, the founder of Jinhui, told reporters his company was compiling a database of forbidden sites, all related to pornography. China periodically launches campaigns against online porn.

In the latest drive more than 1,900 websites have been shut down and search engines, such as Google and Baidu, have been castigated for failing to self-regulate. Last week the authorities blocked Twitter and Hotmail in the run-up to the 20th anniversary of the Tiananmen Square crackdown.

The whole world could adopt many of China's practices and make this a much better and safer place to live. I like their way of dressing all the school kids in the same attire. Their form of justice is swift without appeal after appeal. And even tho the USA is supposedly the 'richest country' with trillions of $$ in debt to China, why isn't China in debt ??
The USA lives in constant fear of more killings in the schools and colleges whereas China put a stop to such youthful demonstrations with the Tiananmen Square incident.
Peaceful demonstrations accomplish nothing, blood letting demonstrations will get the people's attention !!

Other than that I do agree. There is no freedom without responsibility and the world has got neither freedom nor responsibility right now. Everybody works to pay bills, what freedom is that? The kids run wild, are sexually active far too early and carry guns to school. Parents are too preoccupied with themselves to care and if I was a child today I would probably also just want to get high.

Are children less valuable than those animals? Judging by the way parents look after them these days I suppose so

I have issues when it comes to freedom of speech in our country.. I DO understand the concern about some of the sites out there and there may be better ways to deal with the situation than censorship mandated by the government.. As with anything computers.. the article doesn't talk about black market computers, and software tweekers that can find there way around blocking software.. so it isn't a solve all answer.. Also.. what about the software themselves? There is a lot of porn software available out there... Have you ever been to Japan where a lot of porn software is available at local magazine stands (as well as the mags themselves), all in open sight of everyone! Anything like this kind of censorship would be a hard sell in the US when it takes away from our freedom of speech.. What's next? Religions they don't agree with? Most, like myself don't want the government noses in our business..

I do commend you for your stance believing this would help stop child molesters and abuse. But I don't think it will do much and I fear doing it in this way.. I think we need tougher laws and more convictions given to the molesters and abusers..

Its all about who controls the information. I think its more of a misguided approach at "if it shouldnt exist, then it doesnt. Also its a way of forcing a morality and perspective upon people. As some have mentioned, Tianamen square, and rightfully so. The chinese government forbids acsess to any and all information regarding that. They are trying to force a pure version of a society to themselves and the world, sound like Hitler much? Except this way, they are controling and vastly expanding media. Control the content and you can control ones thoughts. Keep them is a stupor promising a better life and that the government will take care of things, all you must do is your part. Nothing but gears in a machine. ............Kind of sounds like this country. china has planned expansion, conrtol over how many kids you can have, and now control over what flows in and out of the country. This isnt the first time something like this has happened with china. A couple years or so ago, google was having problems trying to get china to accept use of its browser. Google had to make certain consessions to be granted permission for use by the people.

This may be a glimpse of what is to come.

Tony: Its easy and can be done. A chip can be installed in all new computers to block porn, and when it comes to older computers or computers that are built in garages, each computer has an ISP address and the ISP operator can provide a download link to be installed from the net within one month, failing which the internet service is blocked until that client downloads it the porn block.

Certain codes can be installed to prevent people from bypassing the porn block. When it comes to tweaking and running one computer through another, this could be prevented by making each ISP addresses tamper proof. ISP operators are also able to black list certain ISP addresses which works much like your debit card at the ATM, if that computer is tampered with. I have done my research, for good reason.

I am not talking about magazines, let people perve over those if they must. I am talking about all porn which includes 4 million child porn sites. Have you got any idea how many children are used to make sick people millionaires on 4 million child porn sites? If there are this many child porn sites on the net now, how many do you expect in 5 years time? And 10 years time? What about 30 years time?

When does it stop? I say the sooner the better.

pardon me, but that idea is exactly what has gotten this country in so much shit right now. the idea that it is for the common good is nothing but smoke and bullshit. period. the only ones it is good for is the ones that keep saying it. look beyond the words at the actions, the only ones such things are good for are the ones that have you believing it.

Hi Doll,

Everything has pros and cons.

I like the Google search engine because I research a lot for my studies and it offers me a wealth of information that must be tested and proven to hold its merit. Personally, I am responsible and I don't have to be monitored to do the right thing. Having said this, I believe that porn and especially child porn have no place among us. If no one fed into the palms of the porn makers hands then it most likely would not continue, but we do have to keep in mind that criminal minds stay a step ahead of the game and invent a new game when an old game looks like it maybe a losing thing. It would be kind of like stamping out the new computer viruses that are popping up daily.

Adults should protect young minds from porn and porn makers who burn their way into minds and cause perversion. Tougher laws should be bestowed upon porn makers and child molesters. The key should be thrown away on every child molester.

Each of us wants our freedom to choose and right to free speech but collectively as a society, someone, somewhere, everyone, everywhere, needs to stop and assess what is in the best interest of society as a whole. We have a responsibility to ourselves and to those we can protect and help, and collectively are we protecting our young minds or allowing them to be exploited?

If we could trust that porn sites and other harmful entities could be blocked from our viewing, I am for it. China has certain success rates due to enforced laws and regulations. It is different than the U.S. most definitely.

Somewhere society has to make a decision to protect its members or allow them to be exploited on a daily basis.

Many individuals involved in porn sites have low self esteem issues and have been exploited early in life and go on to lead a demoralizing lifestyle that could end his or her life. Many things happen on a daily basis while individuals in power positions to make a difference sleep comfortably at night.

Last week..authorities blocked Twitter and Hotmail? That right there tells the story...Communism..something I dont wish to import into America. If you know me at all..you will know I say this is a very very dangerous and bad idea...there are much better options.....

If gov had this kind of power...where would that leave Rush, Lavine..Savage..Beck..Jones???? Who would have warned us of the impending doom Obama is trying to bring to America...COMMUNISM...like in China..


One solution could be to put God back in schools so people will respect each other again...and children will be safe in two parent families...less pornographers...All this type of porno living is due to the destruction of the family unit and the birth of feminism...allowing more and more people to be involved in such a disgusting society...I dont remember any of this crap going on some years ago...

Dizzy, its more than just the web sites. There was a woman in maine taping and putting up vidoes of her boyfriend molesting her kids. The british police caught this and started the ball rolling. I would love to torture those 2 people. I would make their days long and plentiful and full of such suffering.

Porn on the net is not the real problem, its just a symptom. Kind of like a cough and a fever, we know somethings wrong but not exactly what. Porn is a response to mans desire of the unabtainable. If your 350 pounds and expanding, your not going to get a super model or fabio. This is just a way of people to have a reality they will never have.

When your blog mentioned 'Government" i thought it meant ours....But i think it means China......opps...but remember this...our gov did toy with the idea of blocking the net...the excuse used was that it would only be used for emergencies if hackers tried to hack in on gov. computers...Do they think were stuipid? After the Patriot Act...and other freedom sucking legislation..No thanks..


Businesses have complained that the software is so poorly designed that it opens computers not just to government snooping, but also to hacker attacks by vandals and criminals.

A day earlier, the European Union protested that the software was clearly designed to limit free speech

Gotta disagree with this idea, Doll.

I hate porn and realize it's our enemy through and through, but I'm one hundred percent against censorship because I don't want the government having that much power. I don't trust the government, any government. I don't want anything censored, period. I don't want to replace one evil with an even worse one.

China is a communist state. It is not democratic not capitalist. China will do what it thinks is best for its citizens as would most governments in the world.

In my country (which was once under British rule) uniforms are quite normal for schools. Its much easier to wake up and not have to worry about designers' latest, keeping up with peers by being in style and it gives a sense of equality but to each his own

Back to the topic
The decisions made by most governments are based on advice and consultations. It would be unwise of me to deem what is justifiable for China to do or not do. I have never been there. I do not know the culture.

I have seen in the media comments about young females having inappropriate behaviour and maybe this is part of or a method to control this situation I do not know.

Porn,,, has been outlawed in China for years. And still,,, they have a problem. No government ban or law against it is going to stop it. The news story here, is the fire wall imbeded into Microsoft 7, to prevent the porn.

The chinese have proven they will control more than just porn on the internet, including political speach, if given the chance. I think you are seeing an argument to control one thing, as a means to gain control over something else.

The porn industry has proven they can bust about any technology driven control.

My bet, is on the porn industry, and the black market of China, to overcome this little hick-up in their industry. In fact,, I can hear the wires humming now,,, for stockpile orders of non-blocked Windows 7 or Macbooks,,, to ship to Hong Kong.

The government will have as much success as they had shutting down the global fur industry.

For now,,, billion dollar porn industry, at 30% tax rate,,, is $300,000,000,,, oh hell,,, we can't let them ban this. We need the money too bad, to be giving it up. Besides, porn actors, are part of the union,,, which helps control the Hollywood money and message so desperately needed by the government to pass Health Care. And these compaines must document that everyone is over 18, it's the law. If they don't follow this one,, they will not follow a new one. The problem is with cheap, inferior, imported porn.

So,, quit getting your porn on the cheap from inferior imports. Go buy it,,, (or the new pay for view),,, from legitimate US dealers. Yes, it's more expensive, but it keeps Americans working for America. And I, as a good citizen, volunteer to help.

Porn is a form of adult entertainment, Although I personally don't watch it nor have any porn in my home, never have never will, it really doesn't do anything for me, call me old fashion, call me what you will and some have... From an entertainment value if you can call it that, I really don't see the point, however from a control (governental) stand point I'm totally against it, except for any child pron, that should be scrubbed from the net all together.

If manufactures could install a program that recognized child porn, and the computer was designed to freeze access to it, and it automatically was reported to the authorities to take action, I'm for that program, But I don't agree that all porn should be scubbed, it's a matter of freedom of choice, Computers can be programed from the manufacture with parential controls and the parents can regulate what their kids may access, Any Computer in a public school should never have access to porn sites.

Their there to get an education, not watch porn..

but just so I'm clear here....I'm totally for no child porn sites and those involved locked up world wide. But porn for adults if that's what floats their boat, then they should have the right to watch it, I don't drink either, but I have no interest in banning that, keeping it away from kids yes, but we can't regulate or legislate are rights away from doing whatever it is we like to do, as long as we don't hurt anyone in the process. If were going to advicate saving and protecting child we should look at all areas where their is abuse. People who engage in child pron should be hung and hang-em high, no mercy! They gave no mercy to the children But if adults want or need to watch porn to learn or get excited or whatever their reasons are.. then they should have that right, providing no children are involved and that their is some way to controll child access to it.

I vote no.

Firstly, this technology is not "new". It was put in place in the days running up to the Bejing Olympics. When the Olympics were over, the censorship abated, but was turned on again for the recent anniversary of Tiananmin Square.

This is censorship plan and simple. The PRC had no real interest in blocking porn sites; that was simply an excuse. They blocked news sites and social networking sites. Think about it. How much would we have seen and learned about the recent post-election uprising in Iran if the government there had been able to block Flickr and other sites? The news and video out of Teheran came from those sites.

By the way, here is a list of the sites blocked -- censorship. The sites include the New York Times, the Huffington Post (which routinely runs news and commentary about Tibet),

When you log on to Yahoo or AOL or whatever email/brower you use, you have the ability to filter the types of websites your children can access. Turning those filters on is a far different thing than the government turning it on for you. Or the web company for that matter. For example, when I worked at the AAD and we first went online, the AOL filters blocked access to our own website, because one of the search words was skin. As in skin disease.

Like I said earlier, I'm for pre installing the software. But, it should be left to the person buying the computer whether or not it gets activated. And quite honestly, I have to agree with the others as to NOT wanting the government inside my computer. I trust government about as far as I can throw a house.

Someone had a really good idea about freezing access to child porn sites, having the ISP tracked, and then arresting the offender.

Far as I'm concerned, pedophiles need to be locked away permanently.

It would seem that everyone thinks that child porn is wrong.
There is a matter of difference when it is not child porn.
There is a matter of difference when discussing how porn should be controlled, personal regulation or governmental regulation.

SO,,, let's look at the thing we all seem to agree on,,, and throw a monkey wrench square at it to see what happens.

Why would a parent give up thier child, to child porn?
Why would a parnet give up their child to the sex industry?
Why would a child, enter into the industry of thier own will?

These are some hard questions. Yet, the only two answers I can think of, are 1. money and resources, or 2. culturally OK.

I've seen the faces of kids in the sex industry, first hand. They don't want to be there. But many are locked into the business by their families. The father who's daughter is basically contracted into the sex industry and she sends her earnings back to help support the family. Do we really want to starve that family, and the other kids still at home? And if you say, hell yes,,, starve the asshole to death who sent his daughter to pimp in the big city,,, remember,,, he eats first. The kids and the wife eat last, so you are starving them first. It's the same catch 22 the father is in. Sacrafice 1 to keep from starving 6. Are you really that cruel, that you starve 6 kids to sooth your concious?

It just doesn't happen that way. The best way to find child porn,,, is to search in a country other than the US. Try .EU,,, as much of the stuff on those servers would be considered child porn in the US. (17 year old age of consent).

The problem is so vast the only way to curb it is to start with baby steps. The only way to start is to clean up our own back yard first and then move on to other areas like Cambodia to enforce trade embargoes if need be. Treat other countries the same by making recommendations and you will see how quickly their authorities clean up their back yards. All of this could have been done years ago, why has no-one cared to enforce such measures cos there is a chit load of money $$$ made off the backs of little children.

Geez the homes I was in the US had enough weapons and ammo to start a war. I was shocked. I have travelled and in no other country did I find so many weapons left in the open. The best way to find child porn,,, is to search in a country other than the US. Try .EU,,, as much of the stuff on those servers would be considered child porn in the US. (17 year old age of consent).

No, no, no, it simply doesnt wash to keep looking for the monsters elsewhere in the world. As I have just stated most computers are sold in the US of that I am sure. Thats the trouble in the US, its easier to stick your head in the sand and blame everyone else for the worlds woes. Denial will never protect your children, the first step in any form of healing is to admit where one is wrong and then fix it. Its no wonder its got out of hand, I wonder how many other people think like you?

The producers of the documentary claim that law enforcement officials are aware of the problem but enforcement is not up to par because of budgetary constraints.

These pimp bastards should be shot on the spot.
Better yet, to set an example, they should be publicly strung up in their area of operations as a warning to other pimps who engage in sex slavery.

There are 4 million child porn sites, there is no getting away from it and as long as everyone blames the other guy (country) the problem will never be solved. My question remains, how many in 5 years time? or 10? or 30 years time? When is anyone going to take this seriously?

Meanwhile children suffer while parents & adults look away. Nothing is done to protect kids and this concerns me

While I'd LOVE to see all the kiddie-porn sites go away, I also have a VERY BIG PROBLEM with any government keeping tabs on what I do. If I want to look up how a nuclear reactor is built, I don't need the Fed-nannies emailing me, asking "Why do you need to know that information?" Heck, I may be building a time machine out of a DeLorean so that I can go back in the past, make a few investments, and become a gazillionaire, and I don't want them to know! (wait a minute...I think that's already been done...DAMMITT!!!)

They can go after all the porn sites in the world - I don't care, BUT - leave my computer alone! There's none of that garbage on it, nor will there ever be.

FWIW - Google also keeps tabs on everything you search for on their site...Big Brother is out there, and he is a-watching...

BTW - Fran, it's not Green Solvent, it's Soylent Green. (I have the movie...one of my fav Heston films, along with The Omega Man...)

OK...here we go again...let's separate fact from fiction...

Green Damn software has been available for about a year now. It is mandatory on all government funded computers (schools, gov offices, etc)

It is not mandatory on privately bought computers. I just bought two computers and it was not installed on either one.

It is a "opt-in/out" software. Go to "Properties", click "Disable", click "Save" and wa la! It's turned off.

It also has a function so that you can limit the amount of time a particular user can access the computer. Set the parameters and it shuts off the computer at the preset time.

It has a section for "Unwelcome sites" that you can fill in to keep your kids out of sites that might be particularity graphic or violent if you choose to do so.

If you leave the software enabled, it will update itself based on a government database of less than desirable sites.

Nobody ever bothers whether that good is ever achieved or not. We have been punishing criminals for thousands of years, but nobody bothers whether those criminals are ever transformed through our punishment or not.
Criminals go on increasing: as prisons increase, prisoners increase; the more laws, the more criminals; the more courts, the more punishments.
The result is absolutely absurd -- more criminality.

Sadly that is how the West is, only interested in themselves.. with a "fck the rest as long as i am happy Jack" attitude.

Microsoft will tow any line to tap into the Chinese market, which means they are prepared to block the porn there. Most computer manufacturers have Microsoft products installed on them. And Google will do the same. on the flip side, those same companies continue to exploit people in the US "in the name of freedom"

Google and other companies are making trillions of $$$$, and I am sure they will encourage you to fight for your freedom so they can live like leeches off of you all. That compared to many educated Americans who have to work 2 or 3 jobs to make ends meet.

I'm sorry if you misunderstand where I stand, but in this country the majority vote rules: unfortunately, I'm NOT in the majority.

The reason the majority vote rules here, is because this country was formed in such a way to avoid the tyrany under the former control of Great Britain (yes, ruffled feathers on both sides have since been plucked) - it's a FREE society, to do as we wish (to a point). To take rights away by any means, is to go back to the "good 'ol days" that our forefathers died to defend against.

If you REALLY want to fight child porn - you go after the source, and NOT control what people can/cannot see, as this in itself will eventually become abused. Before you know it, what rights you did have, will be gone.

It's bad enough that gun ownership rights have been slowly plucked away over the last few decades, and Obama is planning another sweep to take away more rights in this area: take away the people's ability to fight back by any means, and it's all over.

Dizzy....I am speaking of China...I live in China...what happens in the US or any other country is no longer my interest. China is my home.

Child molesters get death. There isn't anybody crying that they were abused and misunderstood. They just die.

Now, lets sidetrack a bit and let me tell you what happens here to porn peddlers. The laws are specific in these cases....

Under 25,000 RMB of inventory....3 to 5 years in prison

Over 25,000 RMB but under 50,000 RMB of inventory...5 to 10 years in prison

Over 50,000 RMB of inventory....death

By the way, 50,000 RMB of porn would fill a medium size warehouse.

Are these punishment carried out very often...NO!....pay the right person and you are back in business before sun up.

But, if the wrong person catches you...and you never know who the wrong person is...you could end up dead. The cop that caught you last month and took your bribe might be looking for a promotion this month and you won't have enough money to bribe your way out this time.

Now, on the subject of restricting adults rights to porn. I don't think we should do that. If you are a registered sex offender, you already have that restriction. No need to take it any further.

Why does China restrict porn? Because the people here are basically innocent and naive to the wicked ways of the west for the most part and the government wants to keep it that way. Porn, drugs, weapons, freedoms beyond what you actually need to take care of your family are seen here as indulgences that lead to greed and crime and violence.

What does all this mean? In China, on 99.999% of all the streets in China, your 8 year old granddaughter is completely safe to walk and take the bus across a city of 15 million people, home from grandmas at 2 in the morning, by herself.

Tell me how many free countries you would let your granddaughter do that?

Of all the comments on this blog, this one is the most disturbing. Such a lack of respect for women, let alone children. But theres more, bear with me while I point out other reasons why.

The psychology of porn is addictive... and being human with everything we do we push the limits or the boundary's.

Now this is a good thing at times, this is how we learned more about space, how we advance medically replacing organs, providing a better quality of life to keep people alive longer. And naturally we will continue to push the boundaries...

On the flip side, if we smoke, drink or have other vices our quality of life deteriorates. I used to smoke and what started as a few smokes a day ended up as two packets daily. Lucky me I was hypnotized to stop. Now all vices are addictive and porn is the most despicable of them all.

The way I see it the sickos (porn freaks) will push their boundaries.... to act out their fantasies at some stage. And that could be dangerous, very dangerous

More especially the long term affects will be devastating..... the children are paying the price now, cos at 10 a child is just too bloody old now . Someone on this site used the word newborns in the same sentence as porn, and my hair stood up on the back of my neck.

Look at TriponLove, he has what he perceives as the best of both worlds. I say its NO quality of life at all. Judging by his support of porn, he nothing better than a sicko porn addict.... nothing more and nothing less.

America holds the majority of computers worldwide... Millions of people making money off of your kids (and others) and millions of viewers are watching them online.... I want you guys to think long and hard about your freedoms while your children are NOT free of this scum...
