All Internet IP addresses are registered and there is a governing body that maintains them.
When you look at the source IP in a email you received you can try google to determine where the email was sent from or if you have one of many different kinds of IP management tools one or the other will at least get you verification of which Internet Provider owns that IP address in a range of addresses. That will also tell you the Country and city to which that IP address is assigned and from where the email was actually sent.
This is a good tool to use if you think someone is trying to con you in some way like in send me money!
Of course good scammers can forward a IP addresses in your email that does not really exist so Google will come back with ????? this is called spoofing and it is done all the time...
