We have two real problems these days, one is world-wide overpopulation, the other is that most violent infant and child deaths are caused by a parent. One way to help solve both problems is more government oversight, licensing and registration of prospective parents and their offspring would help reduce the toll of suffering. This during a period of increasing food shortages and rising commodity prices would ensure that each Registrant would receive the best possible upbringing.
Required parenting classes, taken during the (mandated) cooling-off period and a thorough investigation of the applicant(s) could determine how many children the licensee would be authorized to raise and would help weed out undesirables, those without a favorable history or the mental or financial wherewithall to raise and support a child. Non-licensed persons refusing to cooperate and attempting to breed without government sanction would be spayed or neutered.
Such a process along with bi-annual renewals of the license would ensure long term care for the children along socially accepted lines of education, moralilty and religion. In addition long term nutrition and medical care could also be monitored and parenting skills could be judged and adjusted as needed.
Should a licensee decide to give up their franchise it would be much easier to return the license and relinquish possession of the registered child at anytime from birth until It reaches It's majority. Re-placement could then occur with a minumum of emotional and legal involvement. Should a person wish to reclaim their license they would have to undergo the complete process once again before reproduction would be allowed to occur.
Apparently rights do not exist unless they are sounded out in dumbed down 21st century slanguage in the Constitution and nowhere in our Constitution does it specifically state that a person has the right to bear and raise children. Honestly, the greatest threat to any child is it's own parents, abusive parents as well as the children would be happier and better off if we enacted such a process. For the betterment of the future of the Nation, the well being of the children and a host of other common sense reasons it is the rational thing to do.

exactly what criteria would one use? where is the book on parenting and who wrote it? ozzie and harriet?
it's a nifty idea,,but totally impractical and without a written set of rules about how to parent the "right" way,,,,,it is ultimatly doomed to failure....
besides parents do there best,,in the long run,,we are all responsible for our own actions,,,,,you could have the best parents in the world and still end up a serial killer.... you could have the worst parents in the world and still end up a decent human being,,,, these are just the facts and despite your best efforts to establish a "perfect' parenting system,,,,in the long run it is not where you come from that matters,,it's the choices you make after getting there

Right, just like the government "saved" the children from the religious group in Texas.
Move to China, they have so much government control, they tell you how many children you can have.
Less Government Control is the answer, not more.

Good idea, but unfortunately I have not seen that any branch of our government that is capable of running an undertaking of this size effeciently.
I don't think the answer is to register parents, but to understand that the traditional support network for young families, "the extended family", is about extinct. In it's place are political action groups, the internet, and daytime TV. Everytime I see some Jerry Springer reject with a swollen belly, all I can think of is,,,,,future ward of the state. The pop culture has made it OK to raise a child without the father, and they celebrate the man who has multiple baby moma's, and is an all around a serious f*** up.
The problem is, it has always been the burden of the woman to suffer the pregnancy, and the rearing,,,,,,no matter how good she was at the job,,,,,,and the burden of the man to pay for it.
I say we attack the problem differently, and put underskin long delay chemical castration on every male when they hit 12. They keep them until they are 25, have a job at 30% greater than national average and/or have a degree, and have no serious criminal record. Suddenly, education and personal advancement would be very important to the teen and early 20 male.
Drop out of school, lose your boners, Go on public assistance, lose your boners, Get convicted of a felony, lose your boners, Don't pay your taxes, lose your boners,
Make sure the implant goes right on their forehead, so everyone can see at just a glance that this one is broken, no matter how dim the lights are in the club.
Perhaps this is the one time I can think of where the answer is to attack the demand side of the problem, rather than try to regulate the supply side.

I do NOT agree with more government oversight. I do though advocate parenting education! Knowing how to help a child overcome a screaming fit and all other "major" disasters would be most helpful.
Child Protective Services are overwhelmed as is. They can't possibly take on anymore. Besides, where would the money come from. My taxes are high enough! Along with everything else!
