Excessive puncuation

I wish some of these bloggers that use 400 exclamation points that they screw up an entire page by using them.. one has to scroll all the way across to see the rest of the page. Would it be proper "netiquette" (as one blogger is so fond of throwing in my face) to email this person and let them know that it really isn't necessary to add that many !!! to get their message across? 
edited to add.. I see I can't edit my spelling on thread topic...lol

I also ......find that those .....who use a lot of these.............make it.....difficult to.......read what they are........saying.

As for sticky keys, the only answer I have is a new keyboard. The one I am using now was under $10.
