Winks seem to turn off a lot of the ladies. A wink and a nice note might work.
Searching in your area is of course a good idea if you want someone nearby.
I would say friend requests should wait til you get to know someone.
If the profile says inactive for 3 months, that could mean 3 years, 3 months is as high as the system goes so I would avoid those.
If you see someone you are interested in, check their profile and see if they have written any blogs or posted in the forums. That info is in their profile. If so, you can go and comment in their blog, that will show you are interested and if they are in the forums you can go and join them in there. Good luck, there are lots of great people in here
