MIDDLETOWN - Gov. M. Jodi Rell held a ceremonial bill signing to highlight a bill that strengthens "Jessica's Law" by increasing penalties for sexual predators, including new mandatory minimum sentences.



The bill was signed earlier this year and went into effect July 1, but Rell staged a bill signing and press conference at the state police headquarters Tuesday to draw attention to the new stiffer penalties.
The law is named after a 9-year-old Florida girl, Jessica Lunsford, who was raped and murdered by a repeat sex offender.
Under the new law, adults who use the Internet to entice a child who is 13-years-old or younger to have sex will face a mandatory minimum prison sentence of five-years for the first offense, and 10 years for the second.
People found in possession of child pornography will now also face a mandatory minimum sentence of five years in prison.
The law also mandates a 25-year mandatory minimum prison sentence for an adult convicted of sexually abusing a child under the age of 13.
Rell said she is confident the harsher penalties for sex offenses will serve as a deterrent and help keep children safer.
"The message is clear: Child molesters in Connecticut will be sent to prison for a very long time," Rell said. "Society cannot tolerate the threat of their addiction."
State Sen. John McKinney, R-Fairifield, praised the law and the bipartisan manner in which it was passed.

A good start Ct....I applaud Governor Rell. Let them know that it is not okay to look at child pornography! Sticter , mandatory jail time is a good start, but I personally would like to see them all castrated...:)

i wouldent give my govenor that much credit she dose shit for the economy. not to mention she is the absolute opposite of robbin hood. by no means should u aplaud a politician for putting there john handcock on a bill that micky mouse would of done. but i do agree with the state law but not with castration the idea is redemption for thoughs who are sick and yes it is a sickness as unpopular as that stance is its the truth, being a molester of children is just as much of a medical sickness as chicken pox or epelipsy. i say make more drugs that take away the urge to do sexual acts to children and yes there is such thing i forgot the exact name but it chemically castrates a man. perhaps CT will get a democrat for a gov and that person will get things done for my state but for now were stuck with mrs. prick Jodi i will not retaliate nor have an opinion of my own Rell.

I think Governor Rell has done well for Ct......As far as the sex offenders go, I do believe it is a sickness where they cannot help the thoughts that come in their brains but I believe most people have control over whether they decide to act on those thoughts.......If their is a drug that chemically "castrates" a child molester then I feel they should be given to every one of them.....And yes, more funding towards the study of the minds of child molesters so we might be able to find a way to control or cure their sickness.........

I actually don't agree with the sex offender's law. If somebody has served their time and repaid their debt to society, they should have all their rights returned to them. If a person is still a danger to society, then they shouldn't have been released and belong in prison, and having a sex offender list does nothing to prevent further victims. Their should probably be a mandatory lifetime sentence for sexual crimes against minors, but all too often you hear about repeat offenders, and I always wonder what the hell they were doing back on the streets!

While the sex offender's list can scar for life many minor incidents, such as public urination, mooning someone, or even the drunken bar room incidents that don't deserve to be labeled a sex offender for the rest of one's life.

Not too mention, the slippery slope is getting bigger for the government to say when it is "ok" to remove someones rights. It starts with sex offenders, gun ownership, etc.. and what comes next? The criteria to be considered mentally unstable grows larger and larger as years go by, and the state's are forwarding that information to a federal database. Soon a little bout with depression or PTSD could get you flagged and now it's "ok" to remove some of your rights, you know, to protect the children and all.

Oh, and no, I'm not a sex offender ;)

Well Sassysass...to be quite honest - in one hand I totaly agree with you - repeated sex offenders should receive harder punsishment than just a jail sentence, however society should forgive (I won't say forget) and give that person a second chance to redeem themselve, as God forgives us and gives us a second every single day.
I just think and feel there should be more restrictions to child pornography and internet access to chat rooms. It is afterall, where it all starts - the Internet.

I agree with second chances, but our children are too valuable to give child predators second chances......
