Well, just take your payment in when she is working, and bring up some topics of conversation, without being windy or over the top.
She'll either respond, and carry on the conversation or just be polite and take your money.

Depending on the exact situation here, I have two different thoughts going on in my mind.
1. I'm not sure I understand why you want to go out with someone who, in your own description of, you use the term, "not to be mean but" as a precursor? It sounds a lot like...she's cute, but not someone I'd like to be around. Unless you like b*****s.
OR
2. I think sometimes people who are shy about making those initial connections can have that "unapproachable" feel, but once the ice is broken, they can turn out to be friendly and personable after all.
