I've talked to someone on here about this problem, but I would welcome anyone's input.
For the past 5 months, I have been living a nightmare. I have these scumbags living below me who have been harrassing me, intimidating me, bullying me, and - honestly- made me scared to leave my apartment.
Some of the things they have done:
Called me "asshole"
They've thrown those firecracker things that, when you throw them on the ground, they pop, at my window
They have been spitting on my cars, AND they have been spitting on the car of my friend who lives next door to the building(He happens to be the former Assistant Commonwealth's attorney, now in private practice).
They've been smoking pot (Twice just today)
Whenever I walk past their door to go out the entrance, they jiggle their doorknob.
This is just the stuff that I can remember off the top of my head.
The landlord has been made aware of all of this, and even though he has SAID that he was "going to take care of it", he obviously hasn't, because they are still continuing their behaviour.
I WILL NOT MOVE. Let me repeat that.... I WILL NOT MOVE.
A local university owns the building, and I have been told that if I go and talk to THEM(Going over the landlord's head), I will be thrown out.
Can ANYONE offer some ideas as to get these f***ers evicted?

I've already typed up 4 pages of stuff they've done, and given it to the landlord on the 18th of last month, and as I've said, he's either never done anything, or these assholes are just ignoring him.

And that is PRECISELY why there is so much murder, drug use, rape, and so many other crimes... the CRIMINALS and perpetrators of these types of acts have more rights than the victims.

Why not think about moving? Sometimes you have to make sacrifices if you really want to feel safe and secure.
You dont have to like your neighbors or they you. You just have to live in the same building.
If you havent gotten results from the landlord then you have the right to go up the "chain of command". And as far as I can remember you can not get evicted for complaining about a problem that you feel is bothering you and you feel you are not getting the response you need. I would be careful however. I would leave the police out of this unless it becomes violent. Calling the cops will only piss your neighbors off more. Actually if you act as if they dont bother you, they will finally get bored and find something more amusing to do. The more you react to what they are doing they more they will do it. Simple Logic.

if the landlord (manager) wont take action ESCPECIALLY about the pot .. you have every right ot report him to the OWNERS .. call and just let them know that you will be calling the police and are just giving them warning ahead of time, since THEY own the building and apparently thier manager doesnt care if there is a tenant smoking pot there or not... okay and now the evil becky sneeks in... do ya know where they work?? can you anonymously call and ask if they have a no tolerance drug policy?? if they do maybe they should do a random check  no job no rent money

Stormy, being that pot is involved....You need to move. The way these people/crimanles are doing...Realize they could put a lid of pot in your fender of you car. This Stormy can get you in trouble.

what i would do is sit down and talk to the landlord/owner and tell them all thats been going on AGAIN/STILL and if they would prefer to have this kind of person living there, the price value of their apartment is going to drop and NO ONE will want to rent there...including you, if they don't do something about it! tell them you WILL be talking to a housing/rental codes inspector...

They are doing this stuff because they know you are scared. Bullies smell fear and the more scared you are, the worse the harrassment will be. Since this is more than one person, figure out which of the group is the alpha dog, this is the one you will want to deal with. You need to get him alone and explain to him in terms that he will understand, that if this shit continues it is going to be very bad for his health and welfare. Take care of the alpha dog, and the rest of the pack will behave.

good point sparks,i live in an apt complex with college kids when i first moved in the young bulls tried to get in my space did the loud music thing,smoked grass very simular to what you describe.i just went down there and spoke to them in my sweetest voice told them the old bull is been around and that their bullshit is gotta stop or i would deal with it in my own way i smiled and left.now we play hoops talk and etc.just gotta let them know you are not going to be bullied

Budo, maybe you should go have a little "chat" with these punks. I think that it is a horrible situation. I do agree that the police should be involved. Call on the music when you smell the pot. Then let the police know that the landlord is fully aware of the pot, noice, and damage to your property. Get that ass in trouble too. You are too nice of a person to not be able to live in peace.

Paper trail is the most important.
Danger made a good point about the housing inspector. Is there a "renter's helper" group there? We have one here, and they will advise you of appropriate steps to take. They will also step in and help with the problem itself.
Nobody should be forced to leave their home because of punks like that.

Thanks for the responses so far!
I need to address some of your replies...
First, I've tried ignoring these douchebags, but doing so made it WORSE!
Second... why NOT move? For one thing, if I move, then these douchebags have achieved their goal, and I REFUSE to let THEM be the "victors". Also, this is the nicest(And wealthiest) neighborhood in the city. All of the people whom I care about live on this street, and the next street over.
Third, even though the landlord apparently isn't doing anything to resolve this situation, I don't DARE get HIM in trouble! From what I've been told(By a friend who works for the rental company), they CAN throw ME out for no reason.
"ravensday"... actually, my calling the police is EXACTLY what started all of this. The dirtbag who lives below me is always blasting that rap sh1t at 1,2,3, even 4 o'clock in the morning... right underneath MY bedroom. When he first started doing it, I stomped on the floor to get him to turn it down, but all I heard from below was him screaming "FU(K YOU!!". That's when I called the police.
This past July is when the douchebags moved in across the hall from this guy, and they became quite chummy with him very quick. The douchebag is the DEFINITELY the "alpha" of the group(To loosely quote "Sparks"). This guy has tatooes all over his body, piercings everywhere, he wears "Goth" clothing, and has a shaved head.
Budo.... I have absolutely NO DESIRE to become chummy with these pricks... "people"(I used that term loosely) like this don't DESERVE my friendship.
That's another thing... I've NEVER spoken one single word to these douchebags.
Becky... actually the douchebag DOESN'T WORK. His ugly ass girlfriend works at the hospital on the cleaning staff... I've actually wondered if she could be stealing drugs from the pharmacy, but someone told me that it was impossible(ANYthing is possible). And, yes... I've SERIOUSLY considered calling up the hospital and suggesting they give her a "piss test".
The dirtbag who lives below me "modifies" X-boxes and sells them for a living.
Finally(For now), even if they were to plant pot on my car, EVERYONE who knows me(And I know a LOT of influential folks) knows how VIOLENTLY OPPOSED I am to all drugs, especially pot, and I can get a LOT of affidavits attesting to that.

dude i wasn't saying to accept them as friends i just said once i confronted the issues we became friendly.they realised i wasn't going to put up with their shit and knew i wasn't going to back down,i did not yell or curse at them i was gentle and spoke clamly but with conviction.BTW i have ink and a closely shaven head don't judge a book by it's cover
