Well, most of you have read about the trouble I've had with my scumbag neighbors.
The most recent act of vandalism occurred Sometime during Wednesday night/Thursday morning. The guy used some kind of substance to write on the trunk of my car the letter "I", followed by a heart, and then a picture of a big dick.
I went to talk to a friend of mine who's a detective with the local police department, and he told me that the only way they're going to be able to arrest this guy and get him evicted is for me to get it on TAPE.
I went to a local department store today(What a way to spend my birthday  ) and priced some security cameras. The one that I would need costs nearly 150 bucks. My best friend went back to the store with me tonight, and he seems to think that it will be a waste of money to buy one.
I'm not sure what to do.
Another thing...
the camera I need has infrared lights. Do those lights actually emit light? If so, then it's going to be fairly conspicuous, and if the asshole sees those lights, he probably won't vandalise my car again, and I will have spent 150 bucks for nothing.
There are a lot of variables involved in whether I should purchase this camera.
So... should I.. or shouldn't I?

well first off happy birthday stormy !! 
now as to what you need to catch him what kind of camera etc you might try googling surveillance cameras etc and see what you can find... good luck hon

Check into renting one, not sure where to look. They do not emit any light. Check on e bay, maybe you can sell your there afterwards anyways

I say you should! Only because it seems to be more of a matter of principle to you and not a money issue! I'm sure you could think of a hundred better ways to spend $150, but I bet the satisfaction you'd get in catching the scumbag red-handed would by far off set any monetary cost!.....good luck

Thanks for the birthday greetings!
As for the camera, someone pointed out that if I DID finally catch the asshole, and he was arrested and evicted, that he would get some of his "buddies" to take over for him, and the vandalism would continue.
As for checking on the net and ebay, if I'm going to buy one, I want to do it SOON... like this weekend. Although the asshole doesn't appear to have a pattern for vandalising my car, he could do it again just about any time. I also left my car parked on the street tonight... it's out of sight of my apartment, which leads me to believe that he''ll vandalise it again tonight.

if it has you that bent out of shape, get the camera.. check out the pawn shops too.. I am sure they will have something that will do the job. My sis went a bought fake cameras to put at her house.. they even rotate like a real camera. She never had any problems after that

Happy Birthday Storm and sorry about the trouble you're having. Even if you do get this camera, is there, without a doubt, he can be arrested? I know my ex had his car broken into and golf clubs stolen and it was on tape, but they didn't do a thing about it. I'm assuming you have an alarm system on your car......maybe check into some type of shock (electric zap) that when he touches it, should get the point across (if this is not in stores, I'll give you the rights to invent it  )
Seriously though, get the camera to at least put you at ease at night and you might want to call an alarm system company, if you haven't done so already, get their advice which is the best to purchase and where to set it up.

You can get infrared cameras for less than $150. My brother raises Yorkies and has some in his kennel so he can keep an eye on the momma dogs. They are wireless cameras and come with a monitor. Camera is in the kennel and monitor is in his house. $100 at Home Depot. They work great.
Edited to add:
These cameras work great during the day too...but allow you to see just as good at night.

How come you haven't sprayed mace at them?
My next door neighbor put their trash can in my parking spot last night....... Today their trash can has disappeared (seriously this is the second time it happened). Another neighbor parked his truck in front of my house 2 nights in a row..... and guess what? His truck license plates disappeared.
No one pushes me around..... and don't even try it on the phone!!!! I'll put you down for sure
