Creepy answering machine message

This morning, I awoke to find a message on my answering machine... and it was actually very creepy!
The voice said, "....hello.... hello... Mr. ________..." then "click". I lookeda t my caller ID box, and the call originated in NEBRASKA. I called the number back, and got a recording saying that the number was not in service. The voice on the recording was not what you'd call a "standard operator's voice"... it was actually kind of sexy.
How could a phone number that was just used by the caller NOT be in service?
Any ideas?

Some phones only allow outgoing calls. Some pay in advance cell phones have this feature. They can make outgoing calls, but can not receive calls.

Alot of telemarketers and credit card companies (and any other annoying company that calls for stupid stuff) use alot of non-service numbers for caller id's and they actually call from another number (its like if a company has 20 phone lines, they only use one of the numbers as the "out number" they do that because that way you can't call them back and bother them, they perfer to be the only ones who do the bothering. -Ash

I worked for a real estate company once and was getting ready to make a call. After picking up the phone, in the distant background was another conversation going on.....i acredit to aliens in the line.........
