I think the thing to do, if you're referring to what to charge a 10th graders parents for tutoring, is to look through the phonebook and call a bunch of tutoring agencies and ask what they charge per hour. Or call some of the guidance departments at the local high schools. 
I know in Connecticut it used to run $40/hour, but that was about 10 years ago. Last year I spoke to a friend who tutors (he's a good one and much in demand) and he says that no matter how much he charges (quite a bit more than $40/hour now), he still has more calls than he can handle.
Good luck! Tutoring can be a challenge, but also extremely rewarding. And a great part time job.

You could also check with any local colleges, I'm sure any of the students could use the extra money. You even be able to offer dinner with the deal, and save even more.
You may try something like craigs list. Or even my space. Ok I have no idea about that one, but I'm sure someone else ( who has a myspace account ) could give you better info.

Moon I would check with a local college or high school office, if they don't know, they may know someone who tutors they can send you to and you can ask those tutors what they charge.
