Sign, in my area the typical price for dial up is around $9.95... but often companies like Verizon, Embark, etc, run promotional offers where they will give you DSL Lite for anywhere between $12.95 to $14.95 a month.
Maybe you could call Verizon in your area to see if they are running any special deals?
DSL lite is a lot faster than Dial up, and you should be able to do some video steaming with it, assuming the video files are using a compressed data stream.
