at a gathering place with a live band why would any guy go up to the non dancing wallflower type when there are other ladys who are or have been dancing and want her to come onto the dance floor ?

I would say there could be several reasons, some of which are:
He thinks that those who are already dancing (or have already danced) already have partners, so he stays away from them to escape rejection
He is a nice guy who doesn't want the "wallflower" to be left out and have no fun
He just liked the look of the "wallflower" and was attracted to her

Maybe he is just a gentleman
I was once on an island resort and there was a lady who I noticed eating alone the previous two evenings. I invited her to our table and she was overjoyed to join. She was from Australia (the Brits were snubbing her) and we had a very interesting conversation for the next two hours.
One never knows what flower can be found in a field of weeds.

Could I ask what kind of dancing the rest were doing?

I would be inclined to ask the wallflower type. I would rather listen to the band or dj and talk.I am guessing she would feel the same way. I am out going but more of watcher than a dancer. I would rather slow dance myself if I were to dance. It's much more romantic to me.

Wallflowers are people too..Me..I'm a wall Sunflower..
being somewhat shy and reserved (well , I used to be ..really)..I would watch the wall flower..then slowly walk toward her..and just before I got within talking range..some other fart blossom would get to her and snatch her up before my eyes.

maybe . still i am a bit on the shy side . would have been more comfortable just lisening to the music and/or talking . not really much of a bar goer . i went to hang out with friends who were there . also to enjoy live music .

Ladies! Ladies! Ladies!
I am so glad this question was asked. I have the answer.
Any guy who goes to ask a girl to cance, who is already dancing will just look silly. It is just too clumsy and awkward. First, you have to walk into the middle of the dance floor like some sort of tweeb and ask her. She usually has to stop dancing so you can ask her. Then, since she is already dancing, what is she going to say "Uhm, OK, you can dance too" I mean, they don't own the dance floor. What do you do if you get a snob? (And there are some out there). If she says "no thanks" are you supposed to walk off the floor?
Of course, you could just go up and start dancing with her. Sometimes that works fine, but again, if you get a snob, they might ignore you or gradually move away while they are dancing.
When I used to do the night-club thing once in awhile, I would often see girls that I liked the way they danced, and would have liked to have danced with them, but they were out there dancing with other girls or just out by themselves. There are too many others waiting on the sidelines.
If you want to dance on the flloor by yourself or with girlfriends, have at it. If you want to get asked to dance, you need to be off the side once in awhile waiting for them to come along.
