Silly. It can't be Hagrid. He's not allowed to do magic. He was expelled in his third year and had his wand snapped in half. Watch out for that umbrella, though.
My vote is Fred or George. They're probably selling shrinking keys in WWW now, and if they can do those, they can do shrinking batteries.
Although, Danger....I am curious. Why is your search for disappearing batteries on the sex thread, hmmmm? For what purpose were you looking for them? Come on....fess up!
