I just heard about this today, though it happened in January. What do you think?

A western Colombian city councilman wants to require everyone in town aged 14 or older to carry a condom to prevent pregnancy and disease in a move that is outraging local priests.

William Pena, a councilman in Tulua, said on Wednesday he will present a formal proposal to force all men and women, even those just visiting the town, to always carry at least one condom. Those caught empty-pocketed could pay a fine of US$180 or take a safe sex course, he said.

"Sexual relations are going on constantly," Pena said. "If you carry a condom, chances are you'll use it during the day. It's not going to be there forever."

Tulua has one of the highest rates of AIDS in Colombia, he said. The proposal will be debated by other town leaders and could go into effect by March, he said.

I think it is a Wonderfull Idea to carry a condom just don't want someone telling me I have to. However we don't have the severity of there in the aids area. Being that the community is most likely catholic I doubt this will happen.

2 Colombian women had worked for me in my last place of employment. They both had had children out of wedlock. They told me that people do it all the time there, and here when they come here. One got her second unplanned pregnancy while here, with a Colombian man. "Make love, make love, make love" is how they described it. Though the men they were with did not sound so loving if you ask me.

I wish they had an education program or did something to stigmitize unplanned pregnancy instead of making this mandatory. The girls are getting sexual too early.

Oh lordy, I need to stop speed-reading!!! I read this as TULSA the first time!

The issue isn't funny, though...too many cultures reject condoms, from the "manly" point of view. In the Caribbean "I give you my baby" or "I want to breed you" is a very common attitude. ~shudder~

The United States foreign policy is now NOT to promote or provide condom use in many countries -- those with abortion policies that conflict with the current administrations view of morality ) , but rather to promote abstinence (yeh, right...and how come WE have so many teenage pregnancies in THIS country!??) This current government has formally rejected providing UN funding which includes worldwide HIV/STDs and unwanted pregancy/pregnancy prevention...

UN Agency on Population Blames US for Cutbacks

The Bush administration's decision to withhold $34 million appropriated by Congress for the UN Population Fund because of accusations that it condones forced abortions in China is causing the agency to cut its staff and shelve new programs, fund officials said this week. Agency officials, including the fund's Executive Director Thoraya Obaid, said the loss of a major part of its budget comes at a time when demands for contraceptives are rising in the developing world, where women are increasingly taking charge of their reproductive lives.


The American contribution, the equivalent of 13 percent of the agency's $260 million budget for 2002, was frozen after Rep. Christopher Smith (R-N.J.) wrote to President Bush in December charging that the population fund acquiesced in Chinese birth control policies that include forced abortions and involuntary sterilizations. The agency has responded that its work in China is limited to counties where the one-child family policy is no longer enforced.

"When the most powerful president in the world will not release money already allocated to prevent unwanted pregnancy, to stop the spread of HIV/AIDS, for the poorest citizens in the world, where is the morality in that?" asked Amy Coen, president of Population Action International.

The UN population fund has programs that supply condoms to men in groups at high risk for HIV/AIDS, and these expenditures may also be cut, fund officials said. Supplies are already scarce. Patrick Friel, the fund's expert on contraceptive services, said in an interview last week that demands for condoms for use outside marriage amounted to $297 million this year. If condoms dispensed within family planning programs for married couples were added to that, the total need is $954 million. Female condoms are also being distributed as widely as possible for use as both a contraceptive and a second line of defense against STDs, Friel said.

Careless, yes, the Catholic priests are against this. The article said they are outraged, and one priest is quoted as saying it will encourage promiscuity, while another says improved sex ed would be better (as sjpinatl said).

Sunbabe, the cultural rejection of condoms may be in play here. Another safe sex campaign in Bogota handed out two million free condoms last year. Apparently, that didn't help either.

The priest who advocated improved sex ed made a great point: "Nobody can force someone to carry a condom in their pocket," he said. "They should instead carry the responsibility of what sexual relations mean."

Are these people that dumb? What about those in monogamous relationships/marriages and who are faithful? What about those who are virgins or celibate and plan on staying that way for a while? What about those who's religious/personal beliefs are against contraceptives?

And to point the most obvious out, just because someone has a condom does not mean that they are going to use it.

What if you were carrying one and just used it and then was asked by the police if you have one on you? I bet you will still be charged. I am sure some people are going to think, if I use this condom and then get caught afterwards without one that I will get in trouble. So I better not use it so I won't be arrested.

I really cannot see how they think this is a logical solution.

What if you were carrying one and just used it and then was asked by the police if you have one on you? I bet you will still be charged. I am sure some people are going to think, if I use this condom and then get caught afterwards without one that I will get in trouble. So I better not use it so I won't be arrested.


Sounds like a game of "cops and rubbers" to me!!!

Actually, I looked into that once.
Somebody actually wanted to hire me to do that.
We got to talking about what the job paid, and I was told,
"We'll pay you what you're worth."

I told them I couldn't afford to work THAT CHEAP!

Bush and his "morality" is the worst thing that ever happened to this country. i always carry a condom, but it does not necessarily mean that I am on the hunt for an opportunity to use it. One never knows what could happen. You might walk around a corner on the street and bump into the great lost love of your life and end up in a motel half a block away.
