What is HAARP?
HAARP stands for The High Frequency Active Auroral Research Program. The goal of this program is to further advance our knowledge of the physical and electrical properties of the Earth's ionosphere which can affect our military and civilian communication and navigation systems. The HAARP program operates a world-class ionospheric research facility located in Gakona, Alaska.

Who is building the HAARP facility?
The HAARP program is jointly managed by the Air Force Research Laboratory and the Office of Naval Research. The facility is being constructed by commercial contractors through a contract with ONR.

Why was Alaska chosen for HAARP?
An Alaskan site was required since Alaska is the only state that is in the auroral region. In fact, the site chosen for HAARP is ideal on two accounts:
1. The Alaskan ionosphere over HAARP can be characterized as mid-latitude, auroral or polar depending on how active the sun is at any given time and day. This gives a very wide variety of ionospheric conditions to study.

2. The HAARP research facility consists of two major subsystems: (1) the HF transmitter, and (2) the other scientific, observational instruments that have been designed and built and which are also being installed at the site. The two subsystems are equal in research importance. The scientific observation instruments require a quiet electromagnetic location. Such quiet locations are only found away from cities and built up areas. This is one reason, for example, that optical telescopes are built on remote mountaintops: to avoid the optical "noise" associated with big cities.

Can I visit HAARP?
The HAARP Research Station is a facility that is still under development and there is insufficient on-site staff to allow routine tours of the facility. Entry to the facility is normally restricted to those having a need to conduct business at the facility.
We recognize that there is great interest in the scientific work of the facility and, as a result, we hold an annual open house, generally of two days duration, at which any and all are invited to visit the site and take photographs of the buildings and instruments located there. .......

HAARP Boils the Upper Atmosphere

HAARP will zap the upper atmosphere with a focused and steerable electromagnetic beam. It is an advanced model of an "ionospheric heater." (The ionosphere is the electrically-charged sphere surrounding Earth's upper atmosphere. It ranges between 40 to 60 miles above the surface of the Earth.)
Put simply, the apparatus for HAARP is a reversal of a radio telescope; antenna send out signals instead of receiving. HAARP is the test run for a super-powerful radiowave-beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything -- living and dead.

HAARP publicity gives the impression that the High-frequency Active Auroral Research Program is mainly an academic project with the goal of changing the ionosphere to improve communications for our own good. However, other U.S. military documents put it more clearly -- HAARP aims to learn how to "exploit the ionosphere for Department of Defense purposes." Communicating with submarines is only one of those purposes.

Press releases and other information from the military on HAARP continually downplay what it could do. Publicity documents insist that the HAARP project is no different than other ionospheric heaters operating safely throughout the world in places such as Arecibo, Puerto Rico, Tromso, Norway, and the former Soviet Union. However, a 1990 government document indicates that the radio-frequency (RF) power zap will drive the ionosphere to unnatural activities.

I heard some Krackpot on one of those late night radio shows talking about HAARP being some kind of "mind control device". Maybe it's supposed to turn everyone into Bush lovers or something? Hey wait! I already love bush, it must be working!

.....In February 1998, responding to a report of Mrs. Maj Britt Theorin (Swedish member of the EU Parliament and longtime peace advocate), the European Parliament's Committee on Foreign Affairs, Security and Defense Policy held public hearings in Brussels on the HAARP program. The Committee's "Motion for Resolution" submitted to the European Parliament: "Considers HAARP by virtue of its far-reaching impact on the environment to be a global concern and calls for its legal, ecological and ethical implications to be examined by an international independent body; [the Committee] regrets the repeated refusal of the United States Administration to give evidence to the public hearing into the environmental and public risks [of] the HAARP program."
The Committee's request to draw up a "Green Paper" on "the environmental impacts of military activities", however, was casually dismissed on the grounds that the European Commission lacks the required jurisdiction to delve into "the links between environment and defense".
