Nigeria
While many blame the continued war in Iraq and possible war in Iran for the bump in prices at the gas pump, there are other factors at work. Nigeria, one of the world's largest oil producers, has been mired in chaos and violence. It was hoped that this election would mark the first transfer of power from one democratically elected government in Nigeria to another. International overseers of the election confirm the claims of opposition candidates that ballot boxes were stuffed. Street violence, political kidnappings and the like interfered with both the democratic process and the flow of oil from Nigeria oil fields.

gasoline has been rising faster and a more consistent rate this spring because of refinery outages due to maintenance issues, fires, accidents etc... Gasoline reserves are at multi year lows, and the traders are driving prices up...
T. Boone Pickens said that World oil production has peaked, and will start dropping... with demand continuing to rise, he claimed 4.00 a gallon this summer, and possibly 6 or 7 dollars a gallon this coming fall and winter

Oil companies are recording record profits, so maintenance is obviously not too much of an issue.

Profit margins are reported after all maintenance factors are figured in. It's standard for all budgets and profit reports. I know this because I deal with maintenance.
