My brother sent me this link this morning and I find the story to be rather far fetched. Don't get me wrong I think our government would do something like this in a heartbeat if they had the technology, I just don't think it's possible yet. Watch the video and let me know what you think.

Hmmm.. Well, technically it is conceivable. Realistic is another question. The only parties who could really thwart that theory in it's entirety would be the engineers who designed the cell-phone. And there are many different engineers who did that, in very different ways (as they continue to do).
When it's off, is it really off altogether? Not really. It is in a limited standby mode in which case this is possible. It certainly uses up the battery pretty fast, it maintains it's internal database, shut down or not, even when it's off. So is it really off? No, never altogether.
As the video says, if one takes the battery out, then it naturally becomes a paperweight and is just dead hardware.
It sounds a bit far-out, but not outside the realm of technological possibility. And this is an era where very little is surprising.
