For the second time in 6 months, the McCain campaign has undergone an internal shake-up. This is the 3rd shake-up in a year, the first leading to the naming of Rick Davis as campaign manager.

While Davis will keep his title, the new man to watch is Steve Schmidt. Schmidt, a protege of Karl Rove, is a veteran of GWB's 2004 re-election effort. Schmidt comes in on the heels of criticism that the McCain campaign has become moribond since securing the nomination as well as concerns about recent missteps: McCain's limp prebuttal to Obama's speech after securing the nomination, his speech in favor of off-shore drilling in Texas before a group of oilmen and taking a great deal of time travelling outside the US. Most recently, McCain has been in Columbia touting a free-trade agreement.

Some in the McCain camp, such as Davis' ally Charlie Black, have tried to paint this change as Schmidt being COO to Davis' CEO; however, many of the innovations that Davis brought to the campaign, like regional campaign managers, are expected to disappear under Schmidt.

Schmidt's appointment is not the only evidence that Karl Rove has gained increased influence in the McCain campaign, Nicolle Wallace and Greg Jenkins have joined the campaign's communications division.

So what do these changes say about the candidate? Karl Rove is believed to be at the center of the controversial push-polling in South Carolina, which cost Senator McCain the nomination in 2000. As a reminder, the bitter and dirty South Carolina campaign included allegations that McCain had fathered a black baby (his adopted daughter is from Sri Lanka), that McCain was both gay and a womanizer, and that McCain was mentally unstable.
