Illegal workers to find stimulus jobs

WASHINGTON, March 9 (UPI) -- The U.S. stimulus bill geared toward creating construction jobs for U.S. citizens will likely end up providing work for illegal immigrants, studies predict.
The Center for Immigration Studies and the Heritage Foundation have each estimated about 300,000 construction jobs will go to illegal immigrants, especially "without specific mechanisms to ensure that workers are U.S. citizens or legal immigrants," said Robert Rector, a senior research fellow at the Heritage Foundation, USA Today reported Monday.
Some blame Congress for not attaching a provision to the stimulus bill that would require employers to verify a worker's status, the newspaper said.
"They could have deterred this, but they chose not to," said Steven Camarota, director of research for the Center for Immigration Studies.
Jorge-Mario Cabrera, director of education for the Coalition for Humane Immigrant Rights of Los Angeles, said the conservative groups were using "fear tactics."
"I think that we really should be focusing on economic progress for all," he said.
The Obama administration has delayed implementing a Bush-era executive order that requires contractors working federal projects to use a verification system.
The Chamber of Commerce and the Associated Builders and Contractors are suing to block the requirement, the newspaper said.

Where were you when each and every spending bill passed under the Bush Administration was signed?
Did Bush ever say anything like, "I'm going to veto this bill and send it back to congress because it provides no requirement that an employee's right to work be verified."?
Meanwhile, businesses saved hundreds of millions of dollars by hiring undocumented workers and paying them less money than they would have otherwise paid to documented workers and citizens.

Never in the entire 8 years of his administration did Bush's spending and deficits even approach the percentages of GDP that Obama has already reached.
After 8 years of complaining about Bush's spending, in only a few months, the Democrats have far exceeded anything Bush ever spent, even at the height of the spending necessary to conduct two wars.
Obama and the Democrats have taken spending completely out of control to levels never before seen. They are bankrupting the country.

THE FINAL RULE OF BUSH'S EXECUTIVE ORDER 12989
Final Rule Requires Federal Contractors to Use E-Verify System
Effective January 15, 2009, certain federal contractors and subcontractors will be required to use U.S. Citizenship and Immigration Services' (USCIS) electronic employment eligibility verification system, E-Verify, to verify the employment eligibility of their workforces. A final rule was published in the November 14, 2008, Federal Register amending the Federal Acquisition Regulation (FAR) and implementing President Bush's Executive Order 12989
signed on June 6, 2008.
Under the final rule, federal contracts awarded and solicitations issued after January 15, 2009, will include a clause requiring the contractor and any covered subcontractors on the project to enroll in the E-Verify program within 30
calendar days of the contract or subcontract award date. Contractors will then have 90 days from the date of enrollment in the program to (1) initiate verification queries for employees working on the contract and (2) to begin using the E-Verify system to verify employment eligibility for newly hired employees. The final rule does not require federal contractors verify their entire workforce, though they may choose to do so. After this 90-day "phasein" period, contractors will be required to initiate verification of all new hires within three business days after their
start date. Companies already enrolled in the E-Verify program for more than 90 days will be require to initiate verification of newly hired employees within three business days of their start date, but will still have 90 days from the contract award date to begin using E-Verify for those employees already on staff who are assigned to the contract.
The final rule applies to federal contracts over $100,000 and for a period of performance longer than 120 days. It only applies to subcontracts if the prime contract includes the new E-Verify clause, and only for services or for
construction with a value over $3,000.
Current or prospective federal contractors are not required by the final rule to enroll in E-Verify now, only if and when they are awarded a federal contract or subcontract that contains the FAR E-Verify clause.
Companies already enrolled with the E-Verify program and awarded a federal contract after January 15, 2009, do not need to re-enroll, but must update their company profiles in E-Verify once a contract has been awarded.
Once a company has been designated as a federal contractor in the E-Verify system, all designated EVerify users at the company will need to take a tutorial that explains the new federal contractor policies and procedures. The company will not be able to authorize employment through E-Verify until the tutorial has been completed.

Thanks for the references Angel. That is correct. President Bush created an order requiring the use of the E-Verify system to ensure federal project jobs go to US citizens and not illegal aliens.
But Obama and the Democrats are blocking its implementation, thereby ensuring that illegals will get those jobs and not US citizens.
Those are the facts.

President Bush CREATED a mechanism to ensure illegals don't get these jobs.
The mechanism created by Bush DOES require employers to verify that the employees are citizens and not illegals. That is exactly what it is about.
But Obama and the Democrats are refusing to use it.

I did read this part, however, that is not what I asked you about. I asked if he ever rejected a spending bill because it lacked mandated verification of worker eligibility.
Clearly, the answer is no.
As far as the executive order is concerned, you seem to refer to Executive Order 12989. It was issued on February 13, 1996. The Bush Administration amended it to require electronic verification of workers in June, 2007 (source).
Bush left office on January 20, 2009 without having implemented the order. Thus, the Bush administration delayed the implementation for about 1.5 years.
Obama has been in office for 50 days (1.64 months).
1.64 months / 36 months = 0.045.
Thus, Obama has delayed the order only 4.5% as long as Bush did. To put it a different way, Bush delayed it 22 times longer than Obama has.
Of course, as soon as Obama comes into office, you harp on the issue.
