To the Members of the California State Assembly:
I am returning Assembly Bill 1176 without my signature.
For some time now I have lamented the fact that major issues are overlooked while many unnecessary bills come to me for consideration. Water reform, prison reform, and health care are major issues my Administration has brought to the table, but the Legislature just kicks the can down the alley.
Yet another legislative year has come and gone without the major reforms Californians overwhelmingly deserve. In light of this, and after careful consideration, I believe it is

unnecessary to sign this measure at this time.

the story is now....all about this...
Gov. Arnold Schwarzenegger (R) is raising eyebrows in California for issuing a veto message that spells out "f*** you" in the left-hand margin of the page.
The former action star's f*** you message came when he rejected Assembly Bill 1176, legislation which would have expanded the financing powers of the Port of San Francisco.
The bill was unobjectionable to legislators of both parties: it sailed through the Assembly and state Senate on unanimous votes.
It was vetoed, however, by Schwarzenegger who said in his message that he considers it "unnecessary" to sign the bill at this time because another year has gone by without the legislature tackling big issues such as water reform, prison reform, and health care.
While the surface-level message is one often articulated by Schwarzenegger, if you look down the left margin of the page, the first word begins with the letter "f" and the last ends with the letter "u." you go Arnie....imho..you are spot on....

It spells “FCLY U” to me. I don’t see it OP. Must just be the way it displays on your post.

Nearly every bill passed by state and federal legislatures is a F*** YOU to the people. It's almost refreshing to see some legislators get it back.
I wish the US had a president that would flip the finger to any legislation not written in plain English and not limited to fewer pages than...say...the constitution...as amended... (I am not sure just how many pages that is, but figure it is less than a tenth of a ream anyway...)

Sadly, the problem of "clear language legislation" is that it then gets used in the courts, where loopholes will be found. The legislation has to be written in exacting and excruciating detail, just to close as many loopholes as possible.

I was working at Enron when the tax reform act of 1986 was passed. My job was tax research. I read the bill every day to make sure that the "details" that included special provisions for NO company other than Enron went into the bill. I would never have known what the 'details' were providing had I not been working for Enron.
Those 'details' that make up the volumes of BS in 'acts' and 'bills' are there to create loopholes, not close them.
Do you have any idea what jury nullification is? Have you ever been on a jury where jury nullification was mentioned, much less explained as a function of 'the people'?
