...for my downstairs neighbor (who is supposedly a genius with computers) to hack into my computer from HIS computer, and read my e-mails, or any websites that I visit? If so, how can I catch him?

Of course it is possible, but why would he want to? Does he make a pastime of doing things like that?
I would suggest a firewall, anti-spy program, or one that tells you who has accessed your computer. I found zone alarm to be quite useful.

Do you have wireless, Stormy? If so, wityhout setting up the right security, anybody can look into your computer.

Do you run anti-spyware, anti-malware regularly?

Do you have your computer firewall protected?

Could your neighbor have found out your email passwords?

Could he have access to your internet provider account?

And have you changed your locks recently? (If the landlord bought and replaced locks on both apartments at the same time, you could both be sharing the same key)

Do you log out of individual sites each time you sign off?

Also, you can make your Windows user profile password protected...XP Professional lets you password protect individual files.

It is possible, just invest in a firewall and anti spyware programs. Also if you are using wifi make sure the data is encrypted

Contrary to many of the myths given birth by so many movies dealing with the subject, your system is not as vulnerable as many of the posters here would have you believe. It's not impossible but several conditions MUST be true before anyone could hack into your system.

If you are on a network system with your neighbor he may be able to get into your system through the remote services found in Windows operating systems designed to allow the technicians at Microsoft to help troubleshoot your system. A wireless network may give him the same access if you both use the same server or network hub, but the remote services must be turned on within your system and "sharing" must be activated for any folder on your system he wishes to "browse".

If your system is set up as the wireless network host this could leave a few open doors but his system has to be recognized by your system as having full access permision.

Using this access he can look into your Internet browsing history and "temp internet files" which may include e-mail addresses.

The only indications that such federally criminal activity (Invasion of Privacy) is going on is by unexplained hard drive activity (not a sure sign) or you may try to log into one of your sites and be told that you are already logged in on another computer. Another way is to use your system tools. Watch the system resources and services activity. Normally, the sharing and remote networking services should show 0% CPU usage.

(These services can be deactivated by "Running" msconfig from your Start button, but be carefull what you turn off in this utility!!!!!!!)

If you are on dial-up or on your own cable modem, your neighbor has no direct access to your computer without your permission.

Normally e-mail pages are not stored on your computer unless you have purposely done so, and can not be recalled from there, but must be re-downloaded from you server.

If your neighbor has guessed your password to your e-mail server he can access your e-mail, but he doesn't have to have a direct connection to your computer to do this.

So change your passwords once in a while if you think he has guessed your current ones.
