Is it normal for a pentium 4, XP, sitting doing nothing to fluctuate between 1% and 100% CPU usage?For about 5 minutes the task manager read 100%usage, now it's gone down to 1%. I've got 38 processes running, 7 of which are svchost.exe. Looking them up none seems overly suspicious, although RTvscan which is supposedly a symantec thing cannot be shut down. The computer is not connected to the web, but is extremely slow. Is the 100% usage normal?

easy way to explain is this:
System Idle Process is supposed to have a high CPU usage rate at idle. This process accounts for unused system time. If your system is responsive and the System Idle Process CPU usage is high, then you do not have a CPU usage issue. BUT if your system is unresponsive either continuously or intermittently then you can have a problem and it can be 1 or several issues. Such as not enough RAM, virus, trojan, corrupt system files, old drivers and etc......

Microsoft has admitted that at times the svchost could behave where it eats all cpu processing. It hard to pin down since svchost is a dll loader and does not really tell you what process is actually eating all the processing. At the same time virual makers used to use svchost to run their background processes.
So it could mean nothing or everything, best you scan your system, and if not it most likely windows itself is using up all your cpu power. Check black adder's website to make sure you do not have any unnecessary processes running. It may not eliminate your problems, but it might help.
The system idle process might report 100% system use at times but it usually supposed to relinquish its use when you are doing something.

Svchost.exe is (generic host process for win32 services) it loads at start-up to check the registry to see what services need to run. Each contain a group of services that are running and there can be several different ones running for this reason. Svchost.exe lives in the c:\windows\system32 folder. If you find it located in another folder location it is a virus, trojan, spyware or worm……..

uluulu, if you open your task manager, you can see each process running and which is the culprit (CPU usage). By turning the offending process off temporarily, you won't damage your machine...at worst it will require a reboot. Sometimes you can see how turning off the process will effect the function of the machine otherwise. If turning the process does not affect the operation of the machine, use Process Explorer by Sysinternals to turn off the offending process. This is of course AFTER you've temporarily turned it off and tested it in your task manager.
Here's the file that you need: Sysinternals
You may never again need Process Explorer, but it's a good program to have at the ready for virus/spyware issues.

windblows (ahum excuse me) windows is a resource hog please use more than 256megs of ram. for the 32bit version of xp or vista do not!! use more than 2.5 gigs cause it will not use it. a 64bit verson of xp and vista can use more that 2.5gigs. but system idle process will always be at 98 or 99.

Remember the days of Window 98 lite,a stripped down, stream line version of windows 98 that was very stable and used few resources. Has anyone come out with a stripped down version of windows XP minus the bloat?
