The obvious answer is determined by the value you place on the files that could potentially be lost due to a hard drive failure or a virus attack.
For me, the cost of backup solutions has become so reasonable that it's a "no-brainer". For $100 or less, one can purchase a USB hard drive (up to a terabyte for that price). I have set up the software that I use to immediately shadow anything written to the My Documents folder and all of its subfolders to the USB drive.
For critical files (financial information, etc.), I backup individual files to a USB thumb drive on a weekly basis.
As far as programs are concerned, I prefer to reinstall these from distribution discs or freshly downloaded files.

I back up my data files before I shut down my computer. I am not worried about system files--in most cases just returning to an earlier restore point will solve the problem and I can always reinstall the program. I do recommend saving program settings and templates on a monthly basis depending on how often you use a program. I use both external hard drives and DVDs to make duplicates of my data. One can never be too careful in an era when any hacker can write a program that will trash your hard drive.
